Energy Statements for Planning
An energy statement shows the planning authority how your development will cut energy use and carbon emissions. Major schemes in London need one under the London Plan, and many councils across England ask for one too. We write the statement and run the SAP and SBEM calculations behind it.
When you need one
- Major developments: 10 or more homes, or 1,000 m² or more of commercial floor space
- Any scheme referred to the Mayor of London
- Smaller schemes where the council's own policy asks for one
- Outside London, wherever the local plan sets an energy or carbon target
What the London Plan asks for
Major developments have to be net zero-carbon and follow the energy hierarchy:
- Be Lean. Use less energy through better fabric and efficient services. Homes must save at least 10% and commercial space at least 15% from efficiency alone.
- Be Clean. Supply energy efficiently, for example by connecting to a heat network where one is available.
- Be Green. Generate renewable energy on site, usually with heat pumps and solar panels.
- Be Seen. Monitor and report energy use after completion.
The scheme has to cut carbon on site by at least 35% beyond Part L. Whatever remains is paid to the borough as a carbon offset contribution.

Questions we get asked
Is an energy statement the same as a SAP calculation? No. SAP proves a home meets the Building Regulations. The energy statement uses SAP and SBEM results to show planners the scheme meets planning policy.
Our scheme is under 10 homes. Do we need one? It depends on the council. Send us the validation checklist or the planning condition and we will tell you.
Will you deal with the planning officer's comments? Yes. We answer queries and update the report.
